The Metropolitan Airport Authority of Peoria (MAAP) has established a DBE Program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26.
It is a policy of MAAP to ensure DBEs as defined in Part 26, have an equal opportunity to receive and participate in DOT-assisted contracts.
The USDOT has mandated that all states implement a Unified Certification Program (UCP) to streamline the certification process and eliminate the burden of having to certify with multiple agencies. MAAP is in the process of determining an overall DBE participation goal for the fiscal years 2025 through 2027 and has proposed a goal of 7.9% to be accomplished through race-conscious measures.

MAAP has established an overall ACDBE goal of 1.0% to be accomplished through race-conscious measures.
One of the many advantages to locating in Central Illinois is the availability of foreign trade zones and subzones to companies wishing to ship products or component parts into the U.S.
A foreign trade zone (FTZ) is a site within the U.S.A. where foreign and domestic merchandise is considered to be in International trade and outside of U.S. Customs territory. Foreign or domestic merchandise may enter this enclave without formal Customs entry or the payment of Customs duties or excise taxes.
The purpose of an FTZ is to attract economic activity consistent with national policy. Ideally, this activity would include attracting foreign investment to the U.S. and encouraging domestic firms to expand their international trade activity. Tenants of FTZ’s vary from small import export companies to large multi-national manufacturing companies.
